Got this dime from some change back looks like someone was trying to rub this lumps out could this be a dime that wasn't completed?
It's called a "lump" coin, because we lump it in with all the other PMD coins to which we have no idea exactly how they met their demise. Your coin used to be a "complete" dime. Its approximate (collectible) value is "squat", which, like crypto, can vary greatly over time. In this case, you can probably still get the equivalent of 10 cents for it.
LYou can use it to start a collection of what are not mint errors or spend it but I wouldn't try putting it in a vending machine. Welcome to coin talk.
Appears to be damage from high heat. Someone held it over a flame long enough for it to start changing, then quit.
