It sure looks to be a type 2 planchet, even at that price it's not bad. Who know's it might be a 64 silver planchet

Type 2 planchet means that it's been through the upset mill, which gives it the rim. You should be able to see if its silver just by the looking at it in hand. I stated 64 since it would be 90% silver do to the seller said he could not see the copper core which a 40% would have. Or weigh it that will also tell if its 90%,40% or Nickel clad

It's a type 2 planchet, but maybe for a foreign coin or some kind of token or medal.

Does it show clad layers on the edge? If it doesn't try a tissue test on it with a 90%, 40% and copper nickel clad half for comparison purposes to see if it is silver. If it isn't clad and it isn't silver then it is probably a foreign planchet.

A 40% silver coin does not have a copper core, the edges look just like a 90% er.
The best test would be an accurate weight.
    90%--12.5 grams
    40%--11.5 grams
    clad--11.34 grams

40% silver does have a copper core, 80% copper 20% silver. It may not be strongly noticible but it does show if you look for it and it gets darker after some handling. Weight will not tell you a lot about 40% and coppernickel clad since the weights, with the allowed tolerances, overlap each other. A copper nickel clad can weigh as much as 11.8 grams and a 40% can weigh as low as 11.1 grams.

    Tissue test:

Lay a single layer of tissue paper (facial tissue or toilet paper will do) over the comparison coins and the planchet. The coppernickel clad coin will appear a dull gray through the tissue. The 40% will appear white, and the 90% will be a brighter white. Compare the planchet to the others to see if it contains silver. (Note the tissue test can be fooled by plating)

I stand corrected. I should have said that going on appearance that a 40%s edge will look more like a 90%er than a clad one.
