    Looks like Napoleon the III, thats the 1848 date. The 1808 date is his birth date.

    I don't think so. Louis Napoleon had a beard in 1848. Can't really read the inscription, but it seems to be a Napoleon I commemorative.

    Look it up, Napoleon III was born April 1808 in paris, and was elected president of France in 1848. and I do see a beard.
