That letter says its ok to collect them, but says nothing about selling. It actually says any use other than collecting is illegal. Maybe ebay doesn't want to assume that means they are legal to sell.

(C) DE-OBLIGATION OF COUPONS.—Coupons not redeemed during the 1-year period beginning on the date of enactment of the Food, Conservation, and Energy Act of 2008 shall— (i) no longer be an obligation of the Federal Government; and (ii) not be redeemable.’’ SEC. 4407. EFFECTIVE AND IMPLEMENTATION DATES. Except as otherwise provided in this title, this title and the amendments made by this title take effect on October 1, 2008. After that date the coupons were no longer obligations of the U.S government. They don't care what people do with them: buy them, sell them, or wipe their own a***s with them! Besides, they are often inconsistent on which listings they cancel: I have sold and purchased numerous coupons on eBay, athough they continue to cancel other auctions, like that of the OP's.
No one is arguing whether it's legal to collect such items. I suggested to you there are other venues for you to Buy & Sell food stamps, as a collectible. EBAY's policy , albeit " outdated " , is still their position as it relates to these items. Have you checked other Internet Auction sites ? Perhaps one day EBAY may change the policy , but not today .

It's the same story with most other online sites. I figure however, that since ebay has one of (if not the most) largest online consumer market for online auctions and since many other websites reflect that of ebay. The monster for this entire mess IS EBAY it would be best to convice EBAY

I don't think you will be able to force eBay to allow you to sell them. How many do you have? A million? I think the best thing is to wait until eBay comes around & sell at other venues until then...
What on earth makes you think eBay has to adjust to your desires? My guess is that you will adjust to eBay's regulations before it is over.
Ebay's policy, it is what is. Probably not going to change their rules, but at least your trying to show them some flaws in their methods!
The USDA has that policy, because whinos and druggies were selling thier food stamps for cash. This let them buy booze & drugs with funds that were supposed to feed them and thier children. As for Ebay, they are just brain dead and do whatever the government or thier llawyers say to do.

Haha Classic. Ebay has a monopoly on the online sales man. Maybe try Google they used to have a service that allowed you to list your items in their marketplace for up to 30 days, before having to re-submit the item again. May be worth a shot.
In fact, the USDA donated a series of food stamps, plates, proofs, and more to the Smithsonian after Food Stamp Coupons were demonetized in June of 2009.
