    Not really sure as the coins aren't in hand.
    They could be part of a design, or plating and die deterioration issues.

    Looks like a worn die to me. Just an artifact from the deterioration.

    I’ll post a couple of more but same answer. The collar of his shirt. And bridge of nose. Just thought it was different. Dang I have been posting pretty good ones. Failed on this one. :nailbiting: Still not perfect focus. Sorry.

    The 1999 looks like a case of plating blisters on the bridge, ala, and collar. The 1999 D looks crisper in the bridge but possibly a blister or a clash. It is a late stage die so it may be damaged at that point. Pictures are still blurry so hard to confirm. But certainly something to get your attention.
