I was just reading an email that I got from Coin World and they named the 9 Special Purchasers in the U.S. and 2 in foreign countries. I had read a while ago that the Mint held out the names of their "Special" Purchasers. I don't know if that had leaked out before it was published.

Or the bulk purchase program? https://catalog.usmint.gov/bulk-purchase-program-landing.html

I recall seeing a list of those a few years ago and I thought it was buried somewhere on the mint website, but I can't find it now. Here's a snippet from a 7/23/21 Coin World article. Looks like what you read might be the results of their FOIA request.

    https://www.coinworld.com/news/precious-metals/u-s-mint-officials-put-restrictions-on-bulk-buyers
"There are 18 dealer members participating in the ABPP.

Coin World requested the identification from the Mint of the numismatic firms participating in the program, but that request was denied by U.S. Mint officials.

Since then, Coin World filed a Freedom of Information Act request, which has been acknowledged by the bureau’s FOIA disclosure officer, but as of July 16, no explanatory response has been provided."

Now what could be the reason for denying that request? It begs to question the existence of any shenanigans. If not, and all is on the up and up, why not release the information?

Did you read post #2 and click on the link ?

Granted, that only lists the authorized bulk buyers of bullion coins. As for listing bulk buyers of other mint products, there could easily be several legitimate reasons for the mint not releasing their names. Standard privacy issues that pretty much every business there is follows - they won't publicly releasing their buyers names either. And if you were a buyer, you probably wouldn't want them to. I don't know that there is but there could also be contractural reasons - it may state in the contract between the buyers and mint that the mint will not release their names.

And for that matter, I seriously doubt the mint would release the names of any buyer they have, whether that be a private individual, a dealer, or a bulk buyer. Would you, or anybody else, want the mint releasing your name to anybody who asks as being a buyer of mint products ? My guess is your answer would be no.
