Damaged,the coin was plated afterwards as a promotional thing.You see these kind of items in the newspaper from like the Bradford mine etc,still a buck.
To a collector it's worth face value because it has been altered. As a novelty it could be worth a couple of dollars.
Collecting is all about keeping what you admire and like, so if you like it, keep and admire it. Many others see it as a damaged coin because something was added to the coin after it left the mint.
Agree with the other posts. Plated novelty coin that is damaged and non-collectable (the op asked for opinions). However the great thing about collecting is keeping whatever YOU like , regardless of what others think. Just be aware that there are rarely aftermarkets for "collectables" like this
