    Original mint packaging or not - these scratches are from mishandling. You can call it rough handling if you prefer. But improper storage doesn't create scratches.

    I was going to guess PF66+* RB, with the "+" to be different. The 1970-S is fairly common with this type of toning. That has to be why it didn't receive the "*" that it deserves.
