It's probably a non-mint product/reproduction. Does it say COPY anywhere on it?
Don't laugh, but there is actually an instrument a scientist made that will physically reduce the size of coins. For the life of me, I can't remember where I read that article, but it was interesting. The only coins he shrunk at the point of the article was silver dollars....as I recall.
