Proof error question

I haven't collected proof sets, but have a couple of them. As I was looking at my 1992 silver proof set, I noticed something and wondered if it is an error.

On the penny, on the reverse the memorial is frosty as opposed to the mirror like finish of the background. There are a couple of spots in which the frosty surface is not frosty, but mirror like. They are small, and it doesn't show up well without magnification so I don't know how I could put up a picture. But, does this sound like an error since it is a proof still sealed in its plastic casing? OR is this just a common anomoly?

Proof is a method of manufacture and not a condition. I've recieved proofs from the mint that were scratched, but yeah, they should be darn near perfect......

the shiny sports are where the frosting is wearing off from production.

If oyu look at early proofs, eventually the cameo effect is completely gone, and the entire surface (including devices) is shiny.
