Can anyone identify the chopmark on this coin?

I believe it's a counter mark but aside from that I can't help you ... sorry

Oddly enough it is a countermark placed on the coin by Mexico. It is called simply the cross and dots countermark and was used right around the time of the revolution for independence.

The coin of course is from Potosi, Bolivia.
