I believe the gentleman said it was not graded MS69 - It is as it came from a Special Mint Set, albiet they are struck harder because no proofs were issued that year and they wanted these to look better than the regular issued coin. However, in searching Heritage auction archives, I know there is at least one example graded higher that is in a regular holder w/o the variety attributed. I wonder if the owner even knows the "S" is upside down???
