Halves & dollars have not been released to the banks for the past 2 years. The only way there was to get them was to buy them from the mint.
As for getting other new coins from the banks - well it's pretty much the luck of the draw. Sometimes banks have them - sometimes they don't. You might have better luck trying your local grocery stores than you will banks.
And don't put too much faith in what sellers say about rolls on ebay - it's pretty much meaningless anyway. Try reading this -
