Wonder if the carbon was there when it was slabbed. I'm wagering it was and graded the coin 65. If it was not, I could see the coin in a 66 slab.
Either a 65 or 66 right now I could flip a coin if the marks were there when slabbed or not . Being NGC even with all that's going on a 66

The darkening on the bust is just about not there in hand. It is really pretty nick free and nice luster. If it is not a 66, it sure is head and shoulders above my 65’s.
I guess the obverse spotting was really bought out in the pictures. I agree with 66 if they really aren't distracting in hand.
