Perhaps the 18% discount refers to the fact that silver will be $20 an ounce when they are released and so their price will be $31.50.
Some things I see like this (being fairly new to the game) I want to put an order in before hand. Then the sensible side of me says don't do that. It'll come down and even if it does go up in price, you have 100 other things on your want list that you need to prioritize before this piece.
