What does SMS mean? Is that Special Mint State, and if so, what is that?

There were no Proof Sets issued in 1965, 1966, or 1967.
The Mint did, however, issue "Special Mint Sets", which were sold to the public.

A coin that is from one of these sets, will often be described as a "SMS" example, which is used to differentiate it from a business strike.
