Small Cud

    Looking through my change Monday I noticed what seems to be a small cud on a '93 Wash. Quarter.
    It's located on the obverse at the B of Liberty.
    Took cell phone pics in the car when I noticed it. When I got home I took a close-up with the computer camera of the area and the edge, just to see if it was pmd.
    What you peeps think, small cud (cudling) ?

    I'm not sure on some coins with this look. I sometimes wonder if it's a fin that is folded over and rounded with circulation.
