What you describe is a jeton, especially if it has Tresor Royal at the bottom on the reverse.

If so, it was struck as a presentation piece for the french royal treasury, and usually gifted to the staff and associated individuals. Quite a number of these were struck (basically, a different design every year during the reigns of Louis XIV, XV, and XVI). Some of this type are more difficult than others. However condition is everything as far as value is concerned. They are also normally found in both base metal and in silver.

Firstly, are you sure it is Maximus and not Magnus in the legends?

Is the reverse legend Sua Cuique Ministrat?

Is it copper / bronze or silver?
