help on this bill

so i found this bill and one book says that it might be 4 or 20 dollars and my other book says for a VF its abp is $1.10. im leaning for the 1.10 but i would love your input. its a 1995.i will post a picture today.

To get the higher end values, you would have to have a Web Note. Web notes ar characterized by a small number above the ONE on the revers of the bill, and a small number with no letter where the plate number would be on the obverse.

If it is a web note, the a.b.p might be $4-20. Another reason that I just looked up is if it is a star note from the serial range K03200001* to K03360000* or F09472001* to F09600000*. Otherwise, the note is such that the a.b.p. would be $1.10, or, more likely, face.
