It should make 66 with that luster , but those marks in the right fields edge and the reverse bother me a little .
The coin is pretty much nick free and nice luster. Those marks you are seeing are nearly all left over planchet marks from a not so solid strike except that nick on the temple. They are pretty much not there to the naked eye. I see nothing to hold it from a 67 - except that strike. for MS67, PCGS says "The strike is extremely sharp (or full)...". Abe is a bit weak and so are some of the letters on the reverse. PCGS gave it a 66 as it deserves.

Dick , how many guesses before your # of guesses goes up , I've been stuck at 46 for awhile ? Also I learned something today , never new planchet marks could be so widespread , guess I always thought of the shoulder and Lincolns face and head , and on the O of one .
