Yes it is. It is not common as printing errors go, to have the entire reverse missing. Usually only portions do not get printed. Obverse printing errors are more likely than reverse printing errors because of the number of passes each sheet must make in the presses. Your note could also be an "intentional error" by a BEP employee or a note doctor and a bottle of bleach.
