Thanks for the link. Any thoughts about why the treasury would care that much whether a half dozen or so coins ended up in private hands? The only reason I can think of is so as not to set a precedent for future cancelled issues. There would be no incentive for mint employees to sneak them out if they couldn't sell them or acknowledge owning them.
There are quite a few coins out there that should be illegal to own, but aren't. There is no rhyme or reason to it - they just seem to make a ruling for some and declare them illegal while with others you never hear a word and they trade in the market openly.
HMMM! All of this sounds interesting.. I wonder if any political pull could change the status of this coin.. Could there be a bill passed to allow this coin?... just thinking out loud..
Isn't there one of the 74 Aluminum cents was given to a government official or diplomat and is therefore legal to own that specific example...similar to the one legal 1933 Double Eagle. I thought IGC had graded it. I actually found a pic of it on my computer. Maybe the image is fake:
