Interesting, I was about to comment in ignorance that "isn't it supposed to be that way". But I looked it up on Numista and see they are medal alignment https://en.numista.com/catalogue/pieces76635.html I can't help you with the rarity, 4 million were minted in total it looks like. Curious to know if anyone has more knowledge on this.
Aha. So this one is struck in coin alignment rather than the usual medal alignment, then. Interesting. I'm not sure how rare that is for this particular issue.
