I'd say it's some kind of strikethrough - could well have been grease as suggested.

The '96 is the nicest of the lot - the rest have been harshly cleaned and/or polished. You might get $20 for the '96 - $12 each for the rest IMO.
I wouldn't buy that coin on a bet. But I would bet that it is fake.
