It appears that NGC overgraded it. I hope you paid 65 or 66 money for it, but regardless of the grade, a very beautiful piece.
I would say 64. I can't judge the luster or whether those are hits on the shoulder or marks on the slab. The toning is also neutral imo.

I think the heavy die polish on the obverse wiped out the letters in the legend. Not a doubled die but an interesting coin nonetheless.
