I can't think of any reason anyone would go into business grading coins without a motivator (profit) to make the business worthwhile. I guess...
I'd say probably over graded by the tpg. Maybe 67 or 68. Although looks like it would go 65.
I also keep the Photograde book on the shelf. Like it alot
They also have a feature on their website on how to grade various coins specific to the coin i.e. quarters, dimes, etc....
