Is this relatively common on older coins?

Double struck Connecticut copper. Not really common but these coins were minted using pretty crude technology by todays standards, so oddities do show up.

A Connecticut copper? That's insane knowing I got this for a quarter out of a bargain bin!

Some of the state coinage was struck over existing coins instead of new planchets as well. I don't think that is the case here though.
