Damaged coins are not considered errors. They are considered damaged or altered. Errors, as made in the US Mint, are considered errors.
Welcome to CT L_A. PMD is post mint damage, meaning it happened after it left the mint. In most cases the damage doesn't affect the coins face value and it should be spendable.
