1996 is my guess the date is near the 6 o'clock position on the reverse. It is either Austrian or German, and it is likely silver judging from the toning. Furthermore, V and the other roman numeral numbers correspond to each month, and the numbers associated with them are the Sunday's of each month that year. Seriously, though, I dunno, but I will second the comment that that is a stunning medal, and the calendar portion of it should be crackable.
Might be a 1945 or 1954 judging by the "4" and "5" on the obverse. Could definitely be a 1996 as well.
As @Bradley Trotter said, there is a "1996" on the reverse at 6 o'clock. Go to the reverse, look at the sun in the center, then look straight down. You may have to click on the picture and expand it to see the date. That is a gorgeous coin/medal(?). It seems to be reproducing a medieval calendar on the reverse.
So it's a representation of each month in 1996.. Starting January.. just the Sundays 7,14,21,28 Then February 4,11,18,25 And so forth
