Interesting. Maybe struck on rolled thin planchet. When the sheet of copper was being squeezed to the needed thickness they rolled it to thin. Then they punched the blank planchets to be struck.
It looks like possible exposure to acid. Stack it on a normal cent and compare any underlap as acid reduces the diameter. Jim
