I was simply asking what you see that makes you think so. Just from a picture it appears perfectly normal. Is there something about the weight or something else different about it? It takes more information to be able to make an assessment of the coin.
The middle coin is thinner than the other two and weighs 5.67g. There is also an additional flat ring around the coin inside of rim. The metal composition appears different on the middle coin and not do to lack of luster. I haven't seen any other quarter 1994 or any other quarter like that. I first thought off metal and then foreign planchet.

Well the weight is spot on, I see the ring you mention on the obverse but that would have nothing to do with the planchet it was struck on. I would say it is just a normal quarter.
While the US makes coins for foreign governments, almost all of them have to be different size and weights than US coins. The ones that are the same, Bahamas and Panama are 1-1 with US dollar and their coins fit our machines and our coins fit their machines. If it was one of those coins, you wouldn't be able to tell the difference anyway, since they have the same composition, size and weight. Since it looks to be the same size as a regular quarter, with full rims (weigh it) it is most likely not struck on a foreign planchet. Which is very rare. You Tube videos might say these things are everywhere, but they aren't.
Avery, The U.S. stopped minting foreign coins in 1984. That alone proves - beyond any and all doubt - that your 1994 quarter is not on a foreign planchet. Please stop insulting others and embarrassing yourself. Now, get over it and move on to something else. Happy Easter! ~Joe C.
