    No.. 1943 Canadian Copper Cent is normal - http://www.coinsandcanada.com/coins-prices.php?coin=1-cent-1943&years=1-cent-1937-1952

    Only the 1943 US Cents were struck on Zinc Coated Steel Planchets. 1943 Copper Cents should not have been struck but a few were on leftover copper planchets from 1942. As the one just attributed by NGC.
