Does a proof coin have to have the background as polished and the foreground matte?

    Does a proof coin have to have the background polished and the foreground matte or can the foreground and different details be polished and the background matte?

    Yes, those are called reverse proofs

    There are also matte proofs without any polish.

    There were also proof coins produced with completely polished dies and no matte.
