I think it's a dumb rule under current conditions. Heck, I'd argue for a government subsidy to anybody willing to get Zincolns out of the country. But, really, how much demand is there from outside the US for bulk US nickels and cents? The limit is $25 face value for "numismatic purposes"; that's quite a lot of nickels, and even more cents...
