Yes, but rarely, for obvious reasons. I think I got an Ike and a Kennedy for a dollar once. Actually, now that I think about it, I frequently "win" coins for under face value at CoinStar reject slots...
Now, just a minute. $12 x 18 = $216. Including shipping, I think you're ten dollars in the hole here. If your criterion is "the seller got less than face value after shipping and fees", my hit rate is a bit better. And I still don't see why any seller would do that!

I won 3 wheat penny rolls last year for $0.99 along with the 12 other coins I combined shipping on and the seller never sent them. When I called him on it he just blew me off.
