I'm not a Lincoln Cent person, so I really have no idea if its a Proof or not. I do wish you good luck if that's what your shooting for. What I do see that I don't think anyone else is looking at is the W in WE looks doubled to me. Some times its an optical illusion created by the photograph....its worth looking at your coin to double check.

Thought I saw a fingerprint, then convinced myself it was toning. Going back and looking at it again, it IS a fingerprint. Even on the reverse, check just below OF AM and it is quite clear.
I think it will come back MS details, questionable color. I've submitted a few with that kind of toning and they got rejected. It definitely had/has a print on it. Personally, I'm not bonkers over the coin and I'd pass on if I saw it for sale. What most non-Lincoln people don't realize when they see a 1916 is that the obverse master hub was redesigned that year so most all 16's look amazing.
I agree the surfaces are suspect, at least judging by the OP photos But if I saw the coin in hand I may think otherwise.
I'm gonna buck the trend a little bit and say MS63 at best. Still a gorgeous coin that I'd be proud to own.
Does this change anyones opinion? Here it is shot with an SLR. My point and shoot simply couldn't get the detail. This might mean something to someone as well. "pitchfork"
Despite what others may believe I am half convinced this thing could possibly be a Matte Proof. The rim and the finish looks awfully similar to other specimens I have seen. I am actually excited to see what this thing comes back as. It is a gorgeous coin and with only a few thousand 1916's that are left uncirculated you should be a very proud owner Greg. Keep us updated!
Ok, will 'revise' my grade. From MS 65 to either PR 67 or MS 67. That cent looks amazingly beautiful. I hope it is a PR.... but I don't think the area you point to is the 'pitchfork'. I don't know hardly anything re: these, but in looking for the diagnostics, the 'pitchfork' is supposed to be three lines below the date, not one between numbers in the date. Here are photos of the date area and the diagnostics that appear between and below the 9 and 1 with three different MPL's. I'm not totally convinced this is an MPL, basically due to some areas around the rim that don't seem completely flat and sharp.
Well based on your nickname for the die diagnostic, I Goggled it. Well, it also looking like you have another marker which I think I see: "Die scratch from the rim to the top right of the first U of Pluribus". I guess this is kinda sorta confirmation for a MATTE PROOF?
