1900-s barber dime help

Looks to me like someone tried to take this apart and welded it back. No lines are on the edge or back.
The line starts at the S, angles down thru the E in the band, then angles back to the the F.
At the neck, a line is across the neck to the edge, and another line thru the 9 in 1900.
Are these die breaks ? or ???
If this is an error, does this give it a higher value to someone that collects these ?
I googles all over the place trying to find any information and found zilch.
I am embrassed to say I gave a quarter for this dime.
I put it in the EF range as far as grade, because LIBERTY is very readable.
I used my scanner for this as camera is toast.
