The year is 1824, I think - that would be the year when Cardinal Consalvi died. The inscription QUO FAS ET GLORIA DU**** means something like "Where right and glory lead" (a military motto too). Note that here too the U's are replaced by V's ... fairly common back then. The ancient Romans had no separate "U" character, so in later times using the V instead of U made an inscription look "classic".
