Who is on the $1000 US bill 1918 (blue seal)?

    I have been having great difficulty trying to locate the person who is on the 1918 USA $1000 dollar bill, blue seal. I have done an extensive search online and all I come up with is Grover Clevland, who is on the 1928 series $1000 dollar bill, green seal. Does any body know?
