It probably is but I would want to see it in hand. For now I'd say yes it's a DDR.

There's a couple listed that are similar. The 2002P-1DR-002 and the 2006P-1DR-029 on the coppercoins site.

This appears to be a minor DDR. Truth be known, 6th and 7th column DDRs are very common and (at this point) almost unlistible unless there are some doubled knees, feet or trails to go along with them. Wexler might list them all but I am not sure. I now have a small jar of them. Some members of LCR have thousands of them.
