It's hard to tell from those scans (or pics). Try to post some better pics if you can. Usually hairline scratches, lack of luster, can be signs of a harsh cleaning. I agree the coin seems to have MS details (possibly high AU), and a lot of bag marks, and possibly been cleaned, but I couldn't be sure without better pics.

Look for areas where the luster seems dulled or areas where there are clusters of light scratches that resemble abrasions from cleaning. Basically, it takes practice and experience. After you've looked at hundreds of cleaned and uncleaned coins, and probably experimented with trying to clean a few coins from your own collection, you will develop an eye for spotting them. But, even then, sometimes it can be hard to tell. Especially if the coin in question was cleaned long ago and has since retoned or if the coin was only lightly cleaned to begin with. As for your coin, I'm only speculating that it has been cleaned based on your pictures. Those photos you've provided us with are not the best with which to grade by.
