I believe that I am seeing a chip below "LIBERTY". If it is a chip, then it is some kind of finish and cannot be oil.

It has the appearance of a thick oil residue. Perhaps it had a bunch of Blue Ribbon applied just before the photo was taken. There may be nothing wrong with the coin or it could have altered surfaces. It is difficult to determine from the one photo.
