That's a beautiful note! My Standard Catalog of World Paper Money indicates it is a Government Credit Note with Agriculture seated at center. It is approximately $20 for VG, $40 for VF, and $90 for UNC.

Provisional Government issues
In 1917, the Provisional Government issued treasury notes for 20 and 40 rubles. These notes are known as "Kerenki" or "Kerensky rubles". The provisional government also had 25 and 100 rubles state credit notes printed in the U.S.A. but most were not issued.

this note is the 100 Rouble note of USA print, There is also http://www.cointalk.com/forum/t55998/
