Russian currency 1918 & 1919

I have a 250 ruble note (1918) and a 1000 ruble note (1919). I would like to know where they came from in russia (and by whom).
The 250 ruble note has the serial number AC-100 and has a figure head of a Russian ruler with 2 women - one on each side. The one on the right has a shield and sword; the one on the left has a double bladed axe and she is looking up. The note is framed in such a way that it is offset to the left and the right side of the paper is blank with a 250 in th eupper portion and "AC-100" on the lower.
Teh 1000 ruble note is about 5" x 8", with a bell in the lower left corner and a horse man spearing a dragon (dragon on its back). The serial number is OB-012. On th eback is double headed eagle (centered) with the same picture of the horseman spearing the dragon (center top) and "1919" in an oval centered on the bottom.

Any help would be appreciated!
