Yes, I agree. Of course one could always make the argument that the TPGs overgrade. This opinion would be tough to back up by examples however, since they are somewhat of a standard.

My first thought before reading the other responses was EF 40ish. The other posts confirmed that, but I don't own any of these so no expertise here. Great coin

The owner/op confirmed it is not rim damage, it was the way the coin was photographed.
