Never before seen paper money error

Bank noosting today and got 10 Ikes and 2 $200 unc straps of 2's along with some other stuff. Searching through the unc 2's I found this 2003A series S/N G 04649392 A. It has a bump, and it bumps out on both sides. Some sort of inclusion in the paper? Wondering what this is called and how it happens and any other info please? Is it contagious ? Thanks
