I agree with Thad. If you imagine the cent put into the tight coin pocket of a pair of levis (tm) and rubbed back and forth, maybe with other coins, I can see why it looks like someone cleaned it. I can also imagine most of the movement would be on one direction until it was removed and re-entered circulation.

I see no evidence at all that the coin has been whizzed. A whizzed coin will display a very different look from your coin (at least as imaged) and unnatural luster. But if, by chance it has been whizzed and isn't showing up in the images, ANACS should have no problem picking that up.
