Question I have a question about a 1997 Quarter

I got this 1997 quarter that has V and a number 3 right next to the face and I'm been trying to find out if it was made by someone or if they r more like this one. Any help would be appreciated.

Whatever happened to that coin occurred after it left the mint. If you can post a picture, someone may be able to tell you if it is a one-off, or something else.

It’s not one of mine, but there are thousands of coins floating around on at least two continents with various counterstamps thanks to me.

If the V3 in incused (into the metal), then someone has stamped it. For what reason, who knows? It might be worth keeping as a curiosity, but unless the message can be deciphered it would have no real premium.
