Specimen notes are usually printed to use as examples for banks, law enforcement and others who will come in contact with the notes. Specimen notes frequently have special serial numbers such as all zeroes or 12345678. Sometimes they are stamped or perforated with the word "SPECIMEN" but not always. The serial numbers and the number at the top of this note (12345) are consistent with how this printer made its specimen notes.
Test notes are usually printed to test the printing presses or ATM machines.
Most specimens are scarce because they were not intended for general release. Czech notes are an exception where specimen notes were sold to the public and collectors.
The regular issue notes of this $5.00 note are scarce. This specimen is undoubtedly even more scarce.
You friends uncle seems to have a lot of nice notes. He would be better served by contacting a dealer or an auction house in SE Asia or one of the major currency auction houses in the US, UK or Australia if he really wants to sell these notes. Solicitations on an internet discussion board are not really the best way to do this.
