1939 Jefferson

Ok found this one a little while ago, and am wondering if these stairs are to messed up to id whether it is a 38 or 40 reverse.

Looks like Reverse of 1940 to me. You can tell because of the thicker top step (about twice as thick as the other steps), and the fact that the steps are so well-defined.
